The Federal Emergency Management Agency is preparing for Hurricane Sandy to disrupt next week’s elections, agency Administrator Craig Fugate said Monday afternoon.

We are anticipating that, based on the storm, there could be impacts that would linger into next week and have impacts on the federal election,” Fugate said on a conference call with reporters.

The US government has been scheming on how to provide for continuity of government for many decades now. According to Peter Santilli, an informant who is an ex-marine and worked on portions of the contingency plans known as Rex 84, civil unrest will come after a financial collapse.

The Readiness Exercise 1984, a.k.a. Rex 84, outlines continuity of government wherein the US Constitution is suspended, martial law is declared and the US military command take over state and local governments in order to ensure stabilization of our nation at any cost. Any American who is deemed a “national security threat” would be detained in an interment or FEMA camp.

The author of Rex 84 was Lieutenant Colonel Oliver North, National Security Council (NSC) White House aids and NSC liaison to FEMA.

Rex 84 is the plan; the triggers are a series of executive orders . It is the continuity of government under specific contingency strategies that are laid out in various operations guide manuals. Operation Garden Plot is a subprogram of Rex 84.

RELATED: Leaked U.S. Army Document Outlines Plan For Re-Education Camps In America

A shocking U.S. Army manual that describes how political activists in prison camps will be indoctrinated by specially assigned psychological operations officers contains numerous clear references to the fact that the policies do apply domestically to U.S. citizens.

Despite the fact that the manual is well over 300 pages long and would take hours to read properly, within minutes of posting our story yesterday a minority of commenters were claiming that the policies outlined in the document only pertained to foreign combat operations and did not apply domestically to U.S. citizens.

This is similar to the denial witnessed prior to the passage of the NDAA when some argued that the indefinite detention provisions did not apply to American citizens despite numerous legal analysts asserting they did and President Barack Obama himself acknowledging they did when he signed the bill.

The most alarming portion of the document appears on page 56 and makes it clear that detention camps will have PSYOP teams whose responsibility will be to use “indoctrination programs to reduce or remove antagonistic attitudes,” as well as targeting “political activists” with such indoctrination programs to provide “understanding and appreciation of U.S. policies and actions.”

Let’s make one thing clear – the manual primarily deals with enemy combatants captured and detained in foreign prison camps run by the U.S. Military. However, another thing that is just as clear from reading the manual in full is the fact that it also applies to citizens detained within the United States, whether they be DCs (displaced citizens) or “civilian internees,” in other words citizens who are detained for, “security reasons, for protection, or because he or she committed an offense against the detaining power.”

Firstly, throughout the manual there are scores of references to how the U.S. Army would work together with the DHS, ICE and FEMA (page 24) to implement the policies “within U.S. territory” as part of “civil support operations” in the aftermath of “man-made disasters, accidents, terrorist attacks and incidents in the U.S. and its territories.” (page 38).

“The handling of DCs (displaced citizens) is also a mission that may be performed in support of disaster relief or other emergencies within the United States or U.S. territories during civil support operations,” states page 33. Page 56 also states that it is the responsibility of the PSYOP officer to “control detainee and DC populations during emergencies.”

Resettlement conducted as a part of civil support operations will always be conducted in support of another lead agency (Federal Emergency Management Agency, Department of Homeland Security)” states page 37.

All these passages make it clear that the policies outlined on page 56 are also applicable within U.S. territory as part of “civil support operations” conducted in partnership with domestic federal agencies like the DHS and ICE. The U.S. Immigration authorities have no role in detaining prisoners in Afghanistan and Iraq and neither do other U.S. agencies also listed in the document such as the Public Health Service (page 224).

The document also contains numerous references to U.S. citizens (notably pages 13, 41). Page 13 notes how “U.S. citizens will be confined separately from detainees,” meaning they will be separated from foreign prisoners in the camps

On page 146 of the manual, we learn how prisoners in the camps are to be identified.

“The prisoner’s last name, first name, and middle initial are placed on the first line of a name board, and the prisoner’s social security number is placed on the second line.”

Last time I checked, the United States Social Security Administration was not responsible for handing out social security numbers to people in Afghanistan or Iraq.

On page 193 of the document, we learn that the policies outlined in the manual can be applied domestically. The language makes it clear that so long as the President passes an executive order to nullify Posse Comitatus, the law that forbids the military from engaging in domestic law enforcement, the policies “may be performed as domestic civil support operations.”

The manual states, “These operations may be performed as domestic civil support operations,” and adds that “The authority to approve resettlement such operations within U.S. territories,” would require a “special exception” to The Posse Comitatus Act, which can be obtained via “the President invoking his executive authority.”

These examples are just a handful of a plethora contained in the 326 page ‘Internment and Resettlement’ document which prove that the policies in the manual apply not only to foreign prisoners abroad, but also to American citizens within the United States.

On top of this, we have the 2009 story about how the National Guard posted a number of job listings looking for “Internment/Resettlement Specialists” to work in “civilian internee camps” within the United States.

The time for denial is over. People spent weeks arguing over the ‘indefinite detention’ provisions of the National Defense Authorization Act, ignoring assertions by top scholars and legal experts that the kidnapping provisions did apply to U.S. citizens.

It appears as though cognitive dissonance is causing some people to desperately search for any way of denying the shocking truth contained in these Army documents. This is particularly prevalent amongst Democrats and liberals, whose support for the cult of Barack Obama has blinded them to the fact that his administration is passing legislation which in many cases is far more draconian than anything Bush signed into law.

Take this comment for example from the Democratic Underground forum. Linking to our article from yesterday, a user writes, “A friend of mine just posted (as he usually does) a ridiculous article from InfoWars and it’s pissing me off to no end. I’m trying to find stuff to continuously disprove this drivel, and I’m probably wasting my time. Anyone able to help on this particular “story”?”

The individual does not even have the inclination to look at the source document to find out if the story is true, they would rather just throw out ad hominem insults like “ridiculous” and “drivel”. Rather than being “pissed off” at the frightening language contained in the U.S. Army manual, the individual is “pissed off” at Infowars for reporting on it.

Yes, the U.S. Army has really written a manual which details re-education camps. Yes, the manual does apply to U.S. citizens domestically. Denying these manifestly provable facts will not make the threat go away. This is not an imaginary monster under the bed.

Government Secretly Prepares To Evacuate Chicago During NATO Summit

“Standby shelters” readied for residents

A leaked directive issued to the Red Cross indicates that the federal government has prepared plans to evacuate Chicago during the NATO summit.

An email sent to Red Cross volunteers in the Milwaukee area notes that the NATO summit in May could “create unrest or another national security incident.”

“The American Red Cross in southeastern Wisconsin has been asked to place a number of shelters on standby in the event of evacuation of Chicago,” the email, which was leaked to CBS News, reads.

A spokesperson for the Red Cross Chapter told CBS “Our direction has come from the City of Chicago and the Secret Service”.

While the Secret Service has not commented on the news, officials at Chicago’s Office of Emergency Management and Communication have denied having anything to do with the directive.

Two weeks ago residents were startled by urban warfare drills conducted in downtown Chicago on the authority of the OMEC. Huge black hawk helicopters were seen flying low and in between buildings for hours. It now appears that these exercises may be linked to the secret preparations.

In addition, earlier this week a number of Chicago area residents revealed that they have been asked to leave their homes in preparation for major rioting.

The residents received letters from management that read:

“We are STRONGLY recommending that all residents find places to stay during the conference from May 18 through May 21.”

“In the event of a riot or the potential of one near the building, all access doors will be locked including the garage door,” the letter continues. “For everyone’s safety, we will be instructing anyone in the building to stay in his or her unit.”

The fact that, “The American Red Cross in southeastern Wisconsin has been asked to place a number of shelters on standby in the event of evacuation of Chicago,” dovetails with reports earlier this year that the Federal Emergency Management Agency (FEMA) put out a request for contractors to construct temporary emergency camps inside the United States which can be ready for occupancy within a 72 hour time period and used to house emergency responders as well as “displaced citizens.”

The camps are primarily designed to house emergency responders, but will also be utilized to shelter “displaced citizens,” who will be “given the first opportunities for employment within the camp,” according to the solicitation. The camps will be able to service up to 2,000 people at one time.

Scenarios based around displaced citizens were also part of the 2010 Operation Vigilant Guard exercises in Chicago which featured Polish troops training with the Illinois National Guard.

DHS To Launch Insurgent-Tracking Drones Inside America

Technology used to hunt enemy combatants in Afghanistan will be used for “non-emergency incidents” within the U.S.

The Department of Homeland Security plans to spend up to $50 million dollars on a spy system that has been used to hunt insurgents in Iraq and Afghanistan for the purposes of “emergency and non-emergency incidents” within the United States.


The DHS is seeking four contractors to provide “aerial remote sensing” services, using LIDAR (Light Detection And Ranging) technology fitted to drones or manned aircraft that will provide surveillance capability for “homeland security missions,” as well as “management of emergency incidents by Federal Emergency Management Agency (FEMA) regional offices, joint field offices and by state and local government.”

“DHS believes these airborne images are essential for homeland defense missions, such as planning for National Special Security Events (Super Bowls or a national political conventions come to mind); enhancing border, port and airport security; as well as performing critical infrastructure inventories and assessments,” reports Government Security News, adding that the technology will be used for “emergency and non-emergency incidents nationwide.”

The DHS expects successful contractors to “ensure imagery can be acquired, processed and delivered in 48 hours or less and the ability to support simultaneous missions in multiple geographic locations.”

LIDAR spy technology, which uses ultraviolet, visible, or near infrared light to track objects or people from the sky, has been used in Iraq and Afghanistan to track insurgents. The US military has praised the technology for its proficiency in providing “battlefield surveillance” and being able to easily locate enemy combatants due to it being “especially useful at seeing through foliage.” LIDAR can be deployed using both manned and unmanned aircraft.

The U.S. Air Force “has already deployed an unknown number of LIDAR aircraft to map all of Afghanistan,” reports MSNBC, with the 3-D laser mapping technology also being adapted to work aboard U.S. Special Forces helicopters such as the Blackhawk or Chinook to help hunt insurgents.

According to Raytheon, one of the companies that develops LIDAR, the technology is adept at tracking “people in crowded environments for safety and security,” because unlike traditional surveillance methods, LIDAR is honed to measure characteristics of individuals and keep them tracked within a “grid cell” so they cannot evade detection.

Under the terms of the recently passed National Defense Authorization Act, the whole of America has been defined as a battlefield, with the government reserving the power to have “belligerents,” including American citizens, arrested and detained indefinitely without trial.

US law enforcement bodies are already using drone technology to spy on Americans. In December, a Predator B drone was called in to conduct surveillance over a family farm in North Dakota as part of a SWAT raid on the Brossart family, who were suspects in the egregious crime of stealing six missing cows. Local police in this one area have already used the drone on two dozen occasions since June last year.

Last summer, the Department of Homeland Security gave the green lightfor police departments in the United States to deploy the ShadowHawk mini drone drone helicopter that has the ability to taze suspects from above as well as carrying 12-gauge shotguns and grenade launchers. The drone, also used against insurgents in Afghanistan and Iraq, is already being used by the Montgomery County Sheriff’s office in Texas.

The DHS has also provided drone surveillance for foreign countries, aiding Jamaican authorities in a botched drug raid that led to the massacre of 73 civilians last year.

A bill passed in by Congress this week paves the way for the use of surveillance drones in US skies on a widespread basis. The FAA predicts that by 2020 there could be up to 30,000 drones in operation nationwide.
